FCC and Odebrecht submit proposal for construction of line 2 of the Panama Metro
The Secretary of the Panama Metro has accepted proposals from the three consortia interested in building line 2 of Metro.
The consortia running for the contract were: Line 2 Consortium, composed of FCC Construcción and the construction company Norberto Odebrecht.
The UTE PANAMÁ II Consortium comprised of Dragados (Spain), Ingenieros Civiles Asociados S.A. de C.V. (Mexico) and the company Graña y Montero, S.A.A. (Peru).
The PanaMetro Consortium - Internacional Metro de Panamá L2 Consortium, which comprises the companies China Harbour Engineering Company LTD (China), China Railway First Group CO LTD (China) and CORSAN-CORVIAM CONSTRUCTION (Spain).
In the receipt of tenders ceremony, the proposing consortia submitted their technical and economic proposals in separate envelopes. The envelopes containing the economic proposals from the three consortia were sealed and deposited in a National Bank of Panama vault, accompanied by the estimated budget from the Metro de Panamá S.A. They will be opened when the evaluation of the technical proposals draws to a close.
During the ceremony, in addition, the technical proposals were accepted and the deposits from each one of the proposers were verified.
The proposals will be evaluated in two stages: the technical parts will be analysed by an evaluation commission made up of seven members, who, as from 13 February, shall have 30 working days to submit their report. The technical proposal can be awarded a maximum score of 510 points which equates to 51% of the total.
Once this stage is passed, a public act will be held during which the envelopes containing the economic proposals and the estimated budget from the Metro de Panamá will be opened. During the same act, the technical score of each proposal will be disclosed. In this act, also, the price verification committee will assign a score to the price proposal, with a maximum score of 490 points, equivalent to 49% of the total.
The consortium that is awarded the tender will have the highest score (the sum of the technical and economic parts).
The contract for the construction of Line 2 of the Panama Metro consists of design engineering services, construction of civil works, secondary installations of Line 2 of the Metro and stations, supply and installation of the comprehensive railway system that includes rolling stock, and initial commissioning of the Panama Metro Line 2.
The winning consortium will have a period of 48 months to complete the works which will span over 21 kilometres between 16 stations.
