Panama Metro awards the construction of line 2 to FCC and Odebrecht

Panama Metro has allocated the contract for the construction of line 2 to the consortium comprising FCC and Odebrecht. It was approved by Resolution No. MPSA-72-2015 dated 2 June, 2015, and signed by the Executive Secretary of the Panama Metro, Roberto Roy.

The Directorate-General for Public Procurement has resolved the claims case opened by the PanaMetro Consortium regarding the Panama Metro L2 contract, dismissing the complaint lodged and validating proceedings carried out by the winning bidder.

Exactly how it was announced on 18 May, it is stated in the Resolution that the Consorcio Línea 2, formed by FCC Construcción and the construction company Norberto Odebrecht, submitted the best-value proposal with the highest score awarded in the evaluation process outlined in the statement of objections, and therefore the bidding company was awarded the contract for "Design engineering services, construction of civil works, ancillary installations and stations of the line, supply and installation of the comprehensive railway system that includes rolling stock and initial commissioning of the Panama Metro line 2".

More specifically, the bid was for 1.858 million dollars (around 1.65 billion euros) against a reference price of 1.818 billion dollars (over 1.61 billion euros) fixed by the Metro Secretariat. The bidding exclusion range was fixed at 20% both above and below.

The contract for the construction of line 2 of the Panama Metro consists of design engineering services, construction of civil works, ancillary installations of the line, supply and installation of the comprehensive railway system including rolling stock and initial commissioning of the line.

The works will include 16 stations and 21 kilometres of elevated railway lines, connecting the stations from E the district of San Miguelito to 24 de Diciembre. This project will benefit approximately half a million people in the eastern Panama district.

FCC has extensive experience with metros, having already built line 1 in Panama and currently participating on lines 4, 5 and 6 of the Riyadh Metro, the red line of the Doha Metro, line 2 of the Lima Metro and those in Toronto and Bucharest, to name but a few.
