Dear colleagues:

Today I am stepping down as CEO of FCC, though I will continue to be a member of the Board of Directors. It has been a real pleasure to manage this magnificent Citizen Services group over the last few years.

From the outset, I viewed my appointment at FCC as necessarily temporary. The goals have been achieved and I am now returning to Mexico to be with my family again. Notwithstanding the challenges that remain, under the leadership and with the support of Mr. Carlos Slim and the hard work on the part of all concerned (Board, executives and staff), FCC is now experiencing a new and positive cycle, as reported to the last Shareholders' Meeting, which offers me the opportunity to return to Mexico and rejoin America Móvil.

On the day I joined FCC, I wrote to you, acknowledging the "staff's management capabilities and strong technical skills." I joined FCC "with great enthusiasm and confidence in the future".

In the last two years, I have been able to observe the staff's "strong technical skills" on a daily basis, as well as your unwavering commitment to FCC, which is one of the Group's most valuable assets. I reaffirm my "confidence in the future", and I wish the new CEO, Pablo Colio, every success; I am sure he will guide FCC successfully to new destinations.

FCC has earned its prestige over its hundred-year history.

It also has core shareholders who are committed to the company, such as Carlos Slim and Esther Koplowitz, whom I thank for their valuable support and trust.

FCC also has a great team. I would like to thank each and every one of you for the support you have given me in the last few years.

I wish you a future full of success and additional achievements, for the benefit of yourselves, your families, our users and shareholders, and the countries and regions where we operate.

During my time at FCC, I have been very proud to form a part of this superb team. I will never forget this fascinating and productive experience at FCC, an excellent global group that is a leader in the field of citizen services.
