FCC Construcción participates in a breakfast briefing with the Regional Minister for Development, Territorial Coordination and Housing of the Regional Government of Andalusia. During the meeting, she referred to the Housing Law that was approved by the Andalusian Parliament last week, as well as the promotion of public works and the commitment to improving the road network.
With regard to the new Housing Law, the minister highlighted that “Andalusia has become the first autonomous community to develop and approve its own regulations following the entry into force of the state law two and a half years ago.”
She explained that this is the Andalusian Regional Government's “most effective tool” for tackling “the ongoing challenge of housing,” with the fundamental objective of increasing supply to meet demand and, in addition, to cover the historical deficit in social housing. In this regard, it has been announced that in the first half of 2026, the keys to 1,300 social housing units for rent will be handed over, thanks to the aid provided by the Regional Government of Andalusia.
First regional housing law
During breakfast, the minister stressed that this new Housing Law is the result of “years of work and dialogue with the sector and all social and economic agents,” adding that “Andalusia has become the first autonomous community to develop and approve its own regulations following the entry into force of the state law two and a half years ago.” In this regard, she emphasized that the new law will increase the number of subsidized homes, reduce bureaucracy, facilitate land availability, and offer greater legal certainty to owners.
With regard to the Andalusian Regional Government's commitment to housing, reference was also made to the 2026 budget, which, with €740 million, “allocates more resources than ever to housing, 40% more than the previous year and three times more than the last socialist budget.”
Boost to public works
In the field of public works, the Minister pointed out that between January and October this year, €1.457 billion has been put out to tender, which is almost double the amount a year ago and “well above the average growth for the rest of Spain.” She also indicated that the Andalusian Regional Government will increase the length of its railway network from 43 to 106 kilometers, with a total investment of more than €1.9 billion.
As she explained, this increase is largely due to the reactivation of major projects that had been at a standstill for more than a decade. Among these, she cited the extensions of the Seville, Malaga, and Granada metro systems, as well as the work to bring the trams in Alcalá de Guadaíra (Seville) and Jaén into service.
At the briefing, the minister also mentioned improvements to the road network, referring to the maintenance contracts currently in force and the Asphalt Plan, which will allocate €140 million to improving almost 1,000 kilometers of roads by 2026. She also mentioned the Motorway and High-Capacity Road Plan, which has been allocated €300 million for new sections.

José Antonio Madrazo, director of Spain and Portugal and the Industrial Area of FCC Construcción, accompanied the minister during the breakfast. At the beginning of the breakfast, he asked the minister about the Andalusian Regional Government's vision and assessment of public-private partnerships in the area of concessions to attract private companies and capital, and thus respond to all the challenges facing the ministry she heads. The minister responded by expressing the regional government's willingness to “continue studying alternatives and avenues for public-private partnerships in large infrastructure projects.”
