Fuel Card
Description
The aim of this service is to regulate the fuel card being granted to vehicles and machinery required to undertake work pertaining to FCC Group, efficiently and under cost saving and optimisation criteria.
For the purposes of the procedure, the fuel referred to here is considered as that used by vehicles and machinery used for work purposes, either industrial, commercial or as a means of getting around, the cost of which will be borne by FCC Group by means of the Fuel Card (SOLRED or similar).
Who can request it?
The content and guidelines are applicable to all companies forming part of FCC Group. Any FCC Group Joint Ventures are also included.

In order to facilitate this process and resolve the vast majority of the questions raised regarding the fuel card, this quick guide includes the most frequently asked questions along with their corresponding answers.
All requests and communication should be addressed to the Area Representative, and any that must then be sent to the Purchasing Department will be emailed to the following address: tarjetacombustible@fcc.es, or sent by internal courier service when necessary.
1.- I have a card that does not have the restrictions indicated in the procedure.
Answer: An inventory of current cards with their restrictions will be sent in the file called "ficha inventario [inventory sheet]”, justifying the restrictions that are to be kept and that are not in line with the standard restriction and the Purchasing Department will analyse them to either keep them or change them to those in the Procedure.
2.- As per the internal operating procedure of a local office, contractor's site, etc., until now the FUEL CARD was not to be requested for a certain type of vehicle, activity, group of people, etc.
Answer: It is considered beneficial for all FCC Group vehicles or machinery that refuel at service stations should be done using this type of card. Otherwise, the reason why you do not wish to request this card must be justified in an email and the Purchasing Department will analyse your reasoning.
3.- Before we didn't have a Fuel Card for all our vehicles, and now we have a fleet of XX vehicles with no card.
Answer: Fill out one single card request form stating all the vehicles it is to be used for. Given the amount of requests that we may receive in the first few days of operation, there may be a delay in issuing the cards.
4.- We currently have a card for a vehicle using diesel, but we also use it to refill drums for the few pieces of machinery we have that use petrol.
Answer: The vehicle card is allocated to a vehicle registration and, therefore, to one single type of fuel. In this case, you would have to request another card for the few pieces of machinery. One card may be used for the few pieces of machinery using petrol as the allocated fuel. Fill out the request form and, in the field Type, indicate the type of machinery it is for (large or small).
5.- At the works, subcontractor's site, installation etc., we have some tanks for internal refuelling. Do we have to request the Fuel Card?
Answer: It currently works as follows: if the discount you obtain from a tanker truck filling the tank is higher than the discount you would obtain using the card, then you don't need to request it. Otherwise, you will have to economically assess your need for the card.
6.- We currently have a Fuel Card that we use for several vehicles with different vehicle registrations.
Answer: Fill out one card request form stating all the vehicle registrations the card is being requested for. Once the new cards are received, the previous one is to be returned so that it may be cancelled with the representative. Even if it has not yet expired, the corresponding cancellation form is to be completed.
7.- What is the letter of guarantee / endorsement for? Is it a guarantee? Can it also be used for Joint Ventures?
Answer: The letter mentioned is not a guarantee but a letter that states that the requesting company belongs to FCC Group and is covered under its guarantee. It is also valid for Joint Ventures after General Services has analysed the partners.
8.- We currently have a Fuel Card from another supplier and not SOLRED, or rather, we don't refuel at a REPSOL service station.
Answer: You must explain why you are refuelling with a different supplier and not with REPSOL / SOLRED. The following reasons may be included in this justification: distance from the SOLRED service station, the discount obtained at the service station is higher than what you get with the card, etc. In these cases, General Services will analyse the reasons given in order to approve them.
9.- I have rented a vehicle for 30 days or less.
Answer: In these cases, it will not be compulsory to request a fuel card. If in the future this changes, you shall be informed in advance.
10.- I'm going to be given a replacement vehicle until I am given the final leasing vehicle I have been allocated. Do I have to request a Card?
Answer: The request is to be filled out in the general company fuel card file, and is to be used until the card for the corresponding vehicle allocated is delivered. This general company fuel card will not be identified with a vehicle registration and must be returned once the final one is received. The use of this type of general company fuel card is thoroughly controlled and therefore, the person receiving it is responsible for using it properly.
11.- I have a card that is about to expire.
Answer: In this case SOLRED will send out a new card, with the same number, without having to request it. Any that have not been used in the previous three months will not be renewed.
12.- I want to make a request. Who should I contact?
Answer: You will have to contact the representative(s) appointed by your Area. The list is given at the beginning of this guide.
13.- I have a private vehicle that I frequently use for company duties. Can I request the Card?
Answer: Point “4.- Policy” of the Procedure states that the frequency of use of a private vehicle does not justify the card being granted.
14.- What if my card is lost or stolen?
Answer: Apart from reporting it at the police station, which should be done in this event, cancel the previous card and request a new card which will have a different number. If the lost or stolen card appears, it must be sent to the representative in order to be destroyed.
15.- What if it isn't working properly due to deterioration of magnetic strip?
Answer: Request a duplicate and send the deteriorated card to the representative in your Area. In this case, the new card to be issued will have a new number, which will imply cancellation of the deteriorated one.
16.- I need restrictions other than the standard ones to be applied.
Answer: Indicate the new value requested and the reasons for it in the corresponding box on the request form.
17.- REQUEST FORM: What does CLIENT ACCOUNT mean on the request form?
Answer: A client account encompasses all the cards for which we want the monthly invoices to be issued together and debited from the same bank account. For example, a client account for each local office, contractor's site, works, etc. will have to be set out with each Area representative. The current client account numbers can be found in the client account file.
18.- A new Company, Joint Venture, etc. has been created. What procedure do I have to follow?
Answer: You will have to fill out the request form and attach the cardholder agreement (all fields must be filled out on this) and the letter of guarantee / endorsement.
19.- My work / contract is for over two years and I see that the card expires within this time. Can I ask for it to be extended?
Answer: You cannot ask for it to be extended. The card expires two years after signing the cardholder agreement, not after requesting the personal card and, upon expiry, it is automatically renewed for a further two years. It may be the case that a new card request in July 2010 could expire in December 2010. This is because the expiry date of the Client Account the new card is associated with is in December 2010. This is not a problem because it will be automatically renewed and a new card received with expiry date in December 2012.
