NOTE EXPLAINING THE NOTIFIC@ SERVICE
FOR COMMUNICATION WITH GOVERNMENT BODIES
This regulation applies exclusively in Spain.
In accordance with Law 39/2015, 1 October, on the common administrative procedure for government bodies, and Royal Decree 424/2016, 11 November, setting the basic structure for ministerial departments and for implementing the notification system by electronic means described in the former, the Notific@ platform has been created, attended by the General Secretariat for Digital Administration, part of the Secretary of State for Public Function with the Ministry of Inland Revenue and Public Function as its owner.
The Notific@ platform receives notifications from various government bodies and other issuing organisations and, depending on the organisation, makes them available to the addressees through announcements of the existence of these notifications of administrative acts, judicial sentences, tenders, requests for tenders, business classification management, etc.
The public sector consists of:

The general State administration.

The regional administrations.
-
The organisations in local administration.
-
The institutional public sector (organisations of public and private right, universities, etc).
In certain cases, an e-mail address will be necessary to receive the announcement of notifications. For this reason, the FCC Group has decided to create a single corporate mailbox for all the organisations in the Group, called NOTIFICA@FCC.ES, which will be managed by the General Services Department for receiving notifications through CERTIFIC@ with the relevant digital certificates and distributing them internally following the instructions of the various business areas using the VISION program.
The task of this e-mail address is:

To set up an exclusive mailbox for simply, reliably and securely managing the receipt of communications from government bodies.

To avoid the use of individual employees’ e-mail addresses which in the long term could give rise to the loss of notifications due to variation in the worker’s situation (transfers, temporary leave, permanent leave, etc).
Therefore, please provide this corporate e-mail address to the government bodies and other official organisations with which we interrelate in our activities and send the list of the organisations to which it has been communicated to NOTIFICA@FCC.ES before 30/11/2017 so that the relevant certificates can be activated to allow us to download the notifications and distribute them according to the indications received.
Only if the government body requests the provision of a second e-mail address may the e-mail address of the employee concerned be provided.
If it is necessary to send letters or documentation to reply to the notification received, this will be carried out from the employee’s e-mail address or from a corporate mailbox provided for the purpose by the relevant business area. Reply from the notifica@fcc.es mailbox only if the notification so requires it.
To comply with the data protection regulations, you are informed that:
The new electronic notifications procedure started by the government makes it essential to open it to know the addressee of the notification. It only details that it is a notification for Organisation X sent by Organisation X (AEAT, SGAJ, etc). That is, with the information detailed there is no other way (without opening the notification) of knowing the matter or its addressee.
Despite the above, we wish to state that anyone accessing personal data is obliged to keep the information accessed secret. In this sense, the General Services staff responsible for accessing and managing notifications have signed the relevant confidentiality agreement, a measure that strengthens this secrecy commitment.
